Commissioned by: German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV)
Partner countries: Costa Rica, Grenada, the Philippines

Objective

The objective of the project is to foster sustainable development of the RAC sector by strengthening the competence of key actors and improving related structures. C4 II adapts existing methodologies and develops new tools for replication in other countries, promoting the transformation towards sustainable cooling. Increased ambition triggered by sector specific NDC implementation plans is expected to unlock enormous GHG reduction potential.

Country specific objective

Cooperation with the three partner countries is twofold: Firstly, the countries will be supported in advancing and implementing the cooling strategies developed with C4 I assistance. Secondly, all three countries will serve as valuable sources of knowledge on cooling strategies, policy approaches and green cooling technology demonstration, which is highly relevant for an increasing number of third countries.

Approach

A sustainable approach enabling a strong multiplier effect lies at the core of the project. Best practices and instruments developed in C4 I are to be made available to other countries for replication in blueprints and guidelines. This includes, for instance, a blueprint on sector-specific NDCs or a roadmap for the introduction of Minimum Energy Performance Standards. Proven approaches are to be systematically transferred to other regions, which in turn will increase awareness of Green Cooling.

Hon. Kerryne James Minister of Climate Resilience Environment and Renewable Energy in Grenada is leading by example in environmentally friendly and energy-efficient air conditioning while promoting change in the traditionally male-dominated fields.

Marah St. John, Angela St. Bernard, Carlinda Passee and Akelsha Cato were the technicans who installed the R-290 AC in the office of Minister James.

On the 23 February 2023, an all-female team of refrigeration and air conditioning (RAC) technicians installed an R-290 Split AC unit in the office of Minister James. The AC unit is one of thirty units that were installed as part of a pilot project under the project Cool Contributions fighting Climate Change (C4) to demonstrate air conditioning with natural refrigerants as a future-proof solution.

“Everybody that will visit the minister will see that we demonstrate compliance with the Montreal Protocol.”

Merina Jessamy, Permanent Secretary in the Minister of Climate Resilience Environment and Renewable Energy in Grenada

Energy-efficient split air conditioners that use the natural refrigerant propane (R-290), a low-global-warming-potential refrigerant, offer a climate-friendly alternative to low-efficiency units that use hydrofluorocarbon (HFC) refrigerants, such as R-410a or R-32. R-290 is well suited as a refrigerant to numerous refrigeration and air conditioning applications in both commercial, industrial, and domestic systems.

Minister James applauded the female technicians who installed the AC in her office. Despite coming from different companies, the technicians demonstrated a high level of skill, commitment, and focused vision on completing the task at hand. This demonstrated that women are just as capable of achieving goals in the refrigeration and air conditioning sector as men.

“It is a great feeling to be a part of a team of females to install an air conditioner for the Minister of Environment”

Akelsha Cato, AC Technician

Minister James intends to spread Green Cooling also in other government departments, offices, and public buildings. She believes this goal is achievable due to an increase of female technicians in the RAC sector. James hopes that much more women get involved and consider a career in the sector.

“We have the capacity in having much more females involved in getting into these non-traditional roles and this career path, so we have to make sure that we lead by example as small island.

Hon. Kerryne James, Minister of Climate Resilience Environment and Renewable Energy in Grenada

C4 was funded by the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV) as part of the International Climate Initiative (IKI). The second phase of the project C4 II started in 2022 and will further advance access to Green Cooling technologies in Grenada.
