Ozone Protection Fund

Supporting developing and emerging countries in meeting their obligations of the Montreal Protocol – this is the aim of Proklima’s ozone protection projects within the Multilateral Fund (MLF). Therefore, Proklima currently offers individual services for more than 10 countries.

Partner Countries

We have been supporting our partner countries with the development and implementation of their HCFC Phase-Out Management Plans (HPMP) since the 1990s. Due to the Kigali Amendment, more and more projects are concentrating on the HFC phase-down (Kigal Implementation Plans, KIPs). Furthermore, we support energy efficiency projects. Proklima’s activities include policy advice, trainings on the safe handling of natural refrigerants, technology transfer, and recommendations for the recovery and recycling of HCFCs and HFCs.

The activities are conducted on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ) in conjunction with the German Ozone Fund.

Proklima realised more than 280 bilateral ozone protection projects within the Multilateral fund.

The Multilateral Fund was set up for the implementation of the Montreal Protocol and is dedicated to reversing the deterioration of the Earth's ozone layer. The main objective is to assist developing country parties whose annual level of consumption of ODS, CFCs and halons is less than 0.3 kilograms per capita (Article 5 countries) to comply with the control measures of the Protocol.

Brazil will start the implementation of Stage 3 of the HPMP

The third Stage of the Brazilian Hydrochlorofluorocarbons Phase-out Management Plan (HPMP) was approved during the 94th Meeting of the Executive Committee of the Multilateral Fund for the Implementation of the Montreal Protocol, which took place between May 27th and May 30th. The country will count with US$ 36,5 million to implement the third and last phase of the program that aims to achieve the elimination of 100% of HCFC consumption by 2030.

In addition to the effective contribution to protecting the ozone layer, the country will avoid the emission of more than 19,5 million tons of CO2 equivalent to the atmosphere, representing a significant step forward in tackling climate change. HPMP Stage 3 activities focus on better containment of HCFCs already existent in the country, either by regenerating, recycling or preventing leakages, in order to maintain stocks and avoid early replacement with high global warming potential (GWP) refrigerants. Additionally, with the aim of promoting the safe and efficient use of alternative refrigerants that do not destroy the ozone layer and have a low GWP, capacity building activities will be continued to train different levels of professionals in the sector, who work with the installation and/or maintenance of refrigeration and air conditioning systems.

The activities will be executed by the coordinating entity of the program, the Brazilian Ministry of Environment and Climate Change (MMA), with the support of three implementing agencies, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, the United Nations Development Programme (UNDP) and the United Nations Industrial Development Organization (UNIDO).
