The Department of Environmental Affairs is responsible for protecting, conserving and improving the South African environment and natural resources. The Constitution of the Republic of South Africa empowers us as a sector and the Department of Environmental Affairs continue to endeavour for the full realisation of the right to an environment that is not harmful to the health and well-being of South Africans and all those who live in our country. As the sector and the Department, we aim to radically transform our approach to environmental protection, while also balancing it with socio- economic development – crucial pillars on which sustainable development rests. As a nation we adopted the National Development Plan, which maps out the vision of the country for the 20 years ahead. In the environment sector, we will implement related aspects of the priority areas that deal with environmental protection and sustainable development. Also in our quest to achieve the Millennium Development Goals, particularly environmental protection and poverty reduction, we continue to promote various initiatives that galvanise unprecedented efforts to make South Africa a better country for all who live in it. The National Ozone Office (NOO) in the Department of Pollution Control, Federal Ministry of Environment is the focal point for the implementation of the MP in Nigeria. The Ozone Secretariat of UNEP runs the affairs of the Montreal Protocol. The following main Committees are also within the administrative structure of the Protocol; the Executive Committee (EXCOM) which considers and approves ODS phase-out projects, the Implementation Committee (ImpCom) which handles issues relating to implementation and compliance with the Protocol’s provisions and data issues. The Protocol also has a financial mechanism known as the Multilateral Fund (MLF) for the Implementation of the MP on Substances that Deplete the Ozone Layer, designed to meet the special needs of developing countries. There is also the Scientific and Research body known as Technology Economic Assessment Panel (TEAP) and other Substance/Chemical-based Technical Options Committees for each of the ODS such as MBTOC for Methyl bromide and HTOC for Halons, amongst others. The following are Statutory meetings of the Convention and its Protocol which all country parties are expected to participate in; the Conference of Parties to the VC held once in two years and jointly with the Meeting Of Parties to the MP held yearly where Decisions are taken (High Level), the Open-Ended Working Group Meeting held yearly where technical issues are discussed preparatory to the MOP, Regional Network Meetings for Ozone Officers held twice a year for the Africa Region and other meetings as may be decided by the MOP. …

The Environmental Protection Agency of the Republic of Liberia is the principle authority for implementing the national environmental policy and sustainable management law for the protection of natural resources in Liberia. As a commitment to the environment, the Government of Liberia established the EPA in 2003 under the EPA Act. The Agency became a fully functioning entity in 2006 with a board of directors and Policy Council. As the lead government environment protection Agency, the EPA has been charged with the executive authority over all environmental activities and programmes relating to environmental management in Liberia. The EPA’s major areas of focus include the formulation of a national environmental policy, the drafting of a comprehensive framework for environmental protection and natural resources management law, and reporting on the current status of the environment in Liberia. Liberia is a country rich in natural resources, such as: iron ore, gold, diamonds and timber as well as a possible emerging oil sector. It is also home to one of the most biologically diverse ecosystems in the world. The EPA effectively monitor and manage the Liberian environment to prevent these precious resources from being overexploited, by implementing policy to ensure good governance and conservation. …

Ministry of Energy, Meteorology and Water Affairs - To improve the livelihood of Lesotho through effective application of the science of Meteorology and harmonization of their socio-economic activities with weather and climate History Lesotho Meteorological Services was created in 1974 as a division within the Department of Hydrology and Meteorological services. In 1988 when this department was upgraded to the present department of Water Affairs, LMS became a distinct 'Cost Centre' with its own budget but still within the department of Water Affairs. It was finally upgraded to the status of a fully-fledged department under the Ministry of Natural Resources on the 1st August 2000, which is now the Ministry of Energy, Meteorology and Water Affairs. Meteorological records in Lesotho go far back to 1889. The responsibility to collect meteorological data was shared by both the British administration and the South African authority. One of the first tasks undertaken by LMS when it was formed was to collect all the climate records of the country, thus LMS possesses a Climate Record of over 120 years. Goals To provide meteorological services that would contribute towards environmentally sound and sustainable socio-economic development of Lesotho. To carry out observations of the atmosphere and weather elements at the earth's surface and developing a sound data bank and archiving system to create the National Climate Record.
