The Government of the Republic of Trinidad and Tobago acceded to the Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol for the Phase-out of Ozone Depleting Substances (ODS) in 1989, and operates under Article V(1) of the Montreal Protocol (MP). Trinidad and Tobago was the first country of the Caribbean Commonwealth to become a party to this multilateral environmental agreement and has ratified all amendments to the Protocol. The most recent ratification was to the Kigali Amendment to the Protocol in November 2017, the first country of the Caribbean Commonwealth and twenty first globally to do so.

The National Ozone Unit (NOU) was established in August 1997, and currently resides within the Environmental Policy and Planning Division of the Ministry of Planning and Development.
The programmes implemented by the National Ozone Unit involve a variety of valued stakeholders from the public and private sector as well as UN Implementing Agencies. To date the country has met and exceeded its national obligations under the Protocol.
