Enhancing Energy Performance Standards for Room Air Conditioners in Viet Nam

On November 30, 2025, a consulting seminar on a room air conditioner market assessment for Viet Nam was held, bringing together national and international stakeholders to discuss a potential update of existing minimum energy performance standards for room air conditioners.

As the fastest-growing market for residential room air conditioners in the ASEAN region, Viet Nam faces significant challenges in mitigating the environmental impact of cooling and air-conditioning appliances over the coming decade. In the last ten years alone, emissions from the entire refrigeration and air-conditioning (RAC) sector have nearly doubled, reaching more than 50 MtCO₂eq. This represents almost 9 % of Viet Nam’s total greenhouse gas emissions in 2025. Indirect emissions, primarily from electricity generation, account for the vast majority of these emissions.

Therefore, reducing energy consumption from RAC equipment is a vital step toward a more sustainable cooling sector in Viet Nam. The ACT MEPS project (Accelerating Air Conditioning Transformation through Enhanced Standards and Labelling in the ASEAN region), implemented by GIZ, aims to support Viet Nam in strengthening its Minimum Energy Performance Standards (MEPS) and energy-labelling systems for air conditioners.

As part of this effort, the project hosted a consulting seminar on a room air conditioner market assessment on November 30, 2025, with the participation of local and international experts and consulting organizations. Participants included representatives from the Viet Nam Society of Refrigeration and Air-Conditioning Engineers (VISRAE), the Viet Nam Standards and Quality Institute (VSQI), and the International Institute for Energy Conservation (IIEC) among other key stakeholders.

The event concluded with a consensus on the urgency of updating Standard TCVN 7830:2021, as the current requirements no longer fully reflect market realities. Furthermore, most participants supported medium- and high-ambition options for raising Viet Nam’s MEPS through 2030, emphasizing the need for a transparent implementation roadmap that ensures market balance and fairness while aligning with national objectives for energy savings and greenhouse gas emission reductions.
