Study Tour on AC Energy Efficiency Performance Testing in KHVAC Testing Institute

The Accelerating Air Conditioning Transformation through Enhanced Energy Performance Standards or ACT MEPS project in the Philippines implemented by GIZ on behalf of the Clean Cooling Collaborative fund of the Climateworks Foundation organized a study tour and peer exchange on the national adoption process for ISO 5151 and ISO 16358-1 for testing and performance measurement of air conditioner energy efficiency with the Korea Heating, Ventilation and Air Conditioning (KHVAC) Testing Institute in Ansan-si and Hwaseong, South Korea.

Delegates from Energy Research and Testing Laboratory Services (ERTLS) and Energy Utilization and Management Bureau (EUMB) of the Department of Energy (DOE) Philippines and delegates from Vietnam’s Commission for the Standards, Metrology and Quality of Viet Nam (STAMEQ), a governmental agency under the Ministry of Science and Technology (MOST) attended the study tour and peer exchange learnings on Korea’s Air Conditioner Energy Efficiency Program and the national adoption of the Korean Standard KS C 9306:2017. 

The learning event was held from 20 to 22 January 2026 coinciding with the winter cold wave hitting South Korea with temperatures reaching lows of -20°C. The weather did not affect the learning exchanges and detailed discussions on national adoption of test and performance standards with topics ranging from nationally determined bin hour distributions for temperatures and rating air conditioners and heat pumps with smart functions.

Laboratory test personnel and MEPS policy makers gave inputs to the peer learning exchanges, providing a mix of ideas on accuracy and validity of test results and practical inputs on regular MEPS updates given the uncertainty of information and mutual recognition of test certificates.
