Ministry of Environment The mission of the Ministry of Environment and Forest Resources (MERF) is to: enforce the state’s policies on the management of environmental and forest resources; elaborate rules on the protection of the environment, prevent pollution, natural hazards and disasters; monitor the implementation and compliance with international environmental conventions, as well as the provisions of the framework law on the environment, the forest code and the law on preventing risks from biotechnology; monitor the integration of environmental concerns into the various sectoral policies and national development strategies; develop means of support and supervision of populations and other stakeholders in the context of reforestation and forest management; inform transboundary police on the movements of chemical and dangerous substances. Bureau national ozone/National Ozone Unit The main objective of the project is to develop expertise and increase the technical capacity of national institutions to reduce and/or phase out the consumption of controlled substances, including ozone-depleting substances and greenhouse gases targeted by the Montreal Protocol on Substances that Deplete the Ozone Layer. The National Ozone Office (NOO) in the Department of Pollution Control, Federal Ministry of Environment is the focal point for the implementation of the MP in Nigeria. The Ozone Secretariat of UNEP runs the affairs of the Montreal Protocol. The following main Committees are also within the administrative structure of the Protocol; the Executive Committee (EXCOM) which considers and approves ODS phase-out projects, the Implementation Committee (ImpCom) which handles issues relating to implementation and compliance with the Protocol’s provisions and data issues. The Protocol also has a financial mechanism known as the Multilateral Fund (MLF) for the Implementation of the MP on Substances that Deplete the Ozone Layer, designed to meet the special needs of developing countries. There is also the Scientific and Research body known as Technology Economic Assessment Panel (TEAP) and other Substance/Chemical-based Technical Options Committees for each of the ODS such as MBTOC for Methyl bromide and HTOC for Halons, amongst others. The following are Statutory meetings of the Convention and its Protocol which all country parties are expected to participate in; the Conference of Parties to the VC held once in two years and jointly with the Meeting Of Parties to the MP held yearly where Decisions are taken (High Level), the Open-Ended Working Group Meeting held yearly where technical issues are discussed preparatory to the MOP, Regional Network Meetings for Ozone Officers held twice a year for the Africa Region and other meetings as may be decided by the MOP. …

The Environmental Protection Agency of the Republic of Liberia is the principle authority for implementing the national environmental policy and sustainable management law for the protection of natural resources in Liberia. As a commitment to the environment, the Government of Liberia established the EPA in 2003 under the EPA Act. The Agency became a fully functioning entity in 2006 with a board of directors and Policy Council. As the lead government environment protection Agency, the EPA has been charged with the executive authority over all environmental activities and programmes relating to environmental management in Liberia. The EPA’s major areas of focus include the formulation of a national environmental policy, the drafting of a comprehensive framework for environmental protection and natural resources management law, and reporting on the current status of the environment in Liberia. Liberia is a country rich in natural resources, such as: iron ore, gold, diamonds and timber as well as a possible emerging oil sector. It is also home to one of the most biologically diverse ecosystems in the world.
