The growing demand for electricity has a number of implications, principally more frequent power shortages as generation fails to meet the increased demand, leading to significant investment in additional power stations. This additional electricity production will increase CO₂ emissions, contributing to global warming. This demand could be reduced if energy were used more efficiently.

The document identifies what is currently feasible with existing safety standard requirements, and what possibilities exist to ease the barriers and improve safety standards for the future.
