The main purpose of the workshop was to assist China with two objectives. The first objective is to meet the Montreal Protocol compliance target-reduction of HCFC consumption by 37.6 percent from the baseline by 2026. The second objective is to support the development of sustainable technology used to carry out the Montreal Protocol's industry phase-out target. Workshop attendees included European enterprises Berstoff, Promix and Bürkle as well as beneficiary companies of China HPMP Stage II funds. Also present were domestic extruder manufacturers and their suppliers, research institutes, and universities.

The workshop introduced relevant government regulations, management requirements for implementation, alternative extrusion configurations, current research and technology development results. Discussions focused on fostering cooperation between the Chinese and German XPS Form industries to search for alternative solutions for HCFC phase-out and to bring new industrial management ideas to China. The alternative, more efficient and therefore sustainable extrusion configuration proposed and discussed was a single extruder combined with a melt cooler instead of tandem extrusion configuration.
