NDC Supporting Tools and Publications

The signatory states to the Paris Climate Agreement have committed to adjusting their national climate targets (NDCs) in five-year cycles in order to limit global warming to 1.5 degrees. We aim to support you in introducing the cooling sector into your country's NDCs. Why? Because the refrigeration and air conditioning sector is responsible for up to 10% of all global greenhouse gas emissions!

GIZ Proklima, in cooperation with external experts, therefore developed a series of mini modules introducing practical tools and methodologies that make mitigation action easier. Furthermore, you will find below a NDC benchmarking tool and a self-analysis to assess targets and measures in the cooling sector, as well as guidelines on how to get started.

Mini Module #1: MRV

This module showcases how the MRV of a mitigation measure can be set up to fulfil the requirements of the Enhanced Transparency Framework (ETF) to report on progress and achievement of mitigation measures included in the Nationally Determined Contributions (NDCs). 

Mini Module #2: HFC Emission Baseline Tool 

The HFC Emission Baseline Tool eliminates barriers to incorporating HFC emissions into national climate reporting frameworks, addressing a significant gap in comprehensive greenhouse gas accounting. Therefore, the tool utilizes readily available information (from Article 7 reporting to the Ozone Secretariat). This approach enables countries to quantify and track the cumulative climate benefits of HFC consumption reductions following the phase-down schedule established under the Kigali Amendment to the Montreal Protocol. 

Mini Module #3: Inventory -  Tier 1 Approach

This mini module introduces an MS Excel-based worksheet that facilitates the understanding of applied formulas for Tier 1. The presented worksheet helps Parties estimate HFC emissions in the refrigeration and air-conditioning (RAC) sector, using the simplified Tier 1 top-down approach .

Self Analysis Tools

The objective of these supporting tools is to enable decision-makers to do a self-analysis of the cooling sector-related measures included in the current NDC of a country or future updated NDCs. They follow the same logic and structure as presented in the NDC guideline (opens in a new window).

Get started: This guideline assists policymakers in designing national mitigation strategies for the refrigeration, air conditioning and foam (RAC&F) sector. With its 25 pages, it provides a useful introduction for persons new to the topic.

Dive deeper: This guideline provides political decision-makers with a step-by-step guidance on how to appropriately cover the cooling sector in NDCs. Moreover, it offers benchmarks for the degree of ambition of actions.

Green Coo­ling in up­da­ted NDCs - Are we em­bar­king on an am­bi­tious path or a jour­ney in­to a coo­ling cri­sis?

This policy paper gives an overview of the state of inclusion of the cooling sector in updated NDCs and provides a comparison between the initial targets of the first NDCs and revised targets of updated NDCs. Furthermore, it draws a link to the Kigali Amendment by identifying the approach of baseline setting in updated NDCs.
