Raising ambition in NDCs through holistic mitigation approaches in the cooling sector – Guidance for policymakers

(opens in a new window)

Refrigeration and air conditioning (RAC) is vital for human well-being, for example, to prevent food loss and guarantee supply with medical care with functioning cold chains and alleviate heat stress through space cooling. Cooling sector specific mitigation targets and measures can significantly contribute to achieving a country’s overall climate targets and therefore, need to be considered when defining and updating Nationally Determined Contributions (NDCs).

These guidelines assist policymakers in designing national mitigation strategies for the refrigeration, air conditioning and foam (RAC&F) sector to meet the increasing ambition levels expected in revised NDCs.

Green Cooling in updated NDCs - Are we embarking on an ambitious path or a journey into a cooling crisis?

(opens in a new window)

This policy paper seeks to give an overview of the current state of inclusion of the cooling sector in updated NDCs, as well as provide a comparison between the initial targets of the INDCs/first NDCs and revised targets of updated NDCs and draw a link to the Kigali Amendment by identifying the approach of baseline setting in updated NDCs.

Supporting Tools

The objective of the three supporting tools below is to enable decision-makers to do a self-analysis of the cooling sector-related measures included in the current NDC of a country or future updated NDCs. They follow the same logic and structure as presented in the NDC guideline (opens in a new window).
